Bonnie Allen
Executive Director- Interim
Bonnie joined CALS as Interim Executive Director in February 2024. Bonnie has spent most of her legal career in leadership roles in national, state, and local legal aid and civil rights organizations, including the Mississippi Center for Justice. She is a graduate of Rhodes College and the University of Florida College of Law and is a member of the Florida Bar.
Julie Norman
Director of Advocacy and Legal Work
Julie Norman is the Director of Advocacy and Legal Work for the Center for Arkansas Legal Services. She started working here in 2007. Julie has a JD from the William H. Bowen School of Law and is admitted to the Arkansas Bar and the Eastern and Western District Courts of Arkansas.

Zina Hill Frazier is the Director of Intake & Access for the Center for Arkansas Legal Services. She began working at CALS in 1997. Zina has a JD from Whittier College School of Law and is a member of the Arkansas Bar.

Caroline Sykes is the Director of Administration for the Center for Arkansas Legal Services. She started working here in 2023. She graduated from the University of Arkansas at Fayetteville with her bachelor's and earned her Master of Public Service degree from the Clinton School of Public Service.

Chris Cameron is the Information Technology Director for the Center for Arkansas Legal Services. He started working here in 2024. He graduated from Harding University with his Bachelor's and Master's Degree.
Drew Rodgers
Strategic Integration Manager
Drew Rodgers is the Strategic Integration Manager for the Center for Arkansas Legal Services. He started in 2018 as the Assistant Pro Bono Coordinator in the Little Rock Office and then worked as a Law Clerk in the Little Rock Office, focusing on Family Law while finishing law school. He served as a family law and consumer attorney upon his acceptance to be a full-time staff member at Arkansas Legal until 2024, when he stepped into his role as the Strategic Integration Manager. Drew has a JD from William H. Bowen School of Law and is a member of the Arkansas Bar.

Sandra Young Harris is a Part-Time Helpline Attorney for the Center for Arkansas Legal Services. She is the recipient of the VOCALS of Jefferson County Attorney of the Year Award for 2010 and 2014. She is also the recipient of the Arkansas Bar Association 2015 Lawyer Community Legacy Award. Sandra is admitted to practice in front of all state and federal courts in Arkansas.

Jordan Davis
Staff Attorney
Jordan Davis is a Staff Attorney for the Center for Arkansas Legal Services, specializing in family law. She joined CALS in 2023, bringing with her seven years of extensive legal experience in family law, criminal law, probate law, and civil litigation. Her passion for advocacy began in law school while working in the legal clinic on a domestic relations case referred by CALS. Jordan graduated with her JD from the William H. Bowen School of Law and a BA in History & Political Science from Arkansas Tech University. She is a member of the Arkansas Bar Association, Saline County Bar Association, and Pulaski County Bar Association. Jordan is licensed to practice in Arkansas State Courts and the U.S. District Courts for the Eastern and Western Districts of Arkansas. She remains committed to providing quality legal representation for low-income individuals and supporting those who might otherwise lack a voice in the legal system.
